Lifting Smooth Homotopies of Orbit Spaces of Proper Lie Group Actions

By a result of G. W. Schwarz, a smooth version of R. S. Palais' covering homotopy theorem holds for actions of compact Lie groups. This paper extends the result of Schwarz to the case of proper actions of non-compact Lie groups. An isotopy lifting theorem is obtained as a corollary.
